Abstract: 

Traffic signal performance measurement and visualization give traffic management centers operational tools that return more value from existing infrastructure. This phase identified and developed the metrics, guidelines, and deployment strategies needed for real-time monitoring of traffic signal performance using NJDOT's existing and planned infrastructure. The work covered a literature and best practice review, stakeholder meetings, performance metric development, system architecture, data management, and deployment strategy.
