Development of a Life Cycle Cost Analysis Framework and Tool for NJDOT

Abstract: 

This project will develop a New Jersey–specific pavement Life Cycle Cost Analysis (LCCA) framework and companion tool to help NJDOT meet the reporting and public transparency requirements of Senate Bill S862. The team will translate statutory requirements into a repeatable LCCA process that compares equivalent pavement designs using NJDOT’s historic treatment schedules and costs, while also quantifying user costs such as work-zone delay, safety impacts, vehicle operating costs, and pothole damage claim costs. The resulting guideline, software tool, reporting templates, and case studies will enable NJDOT to produce consistent, reviewable lifecycle cost comparisons for project decisions and annual public reporting.
