Evaluating the Desired State of Good Repair (DSOGR) for NJDOT Pavements

Abstract:

This study reassessed NJDOT’s DSOGR goal to ensure it remained achievable and cost-effective. Using dTIMS outputs and HPMS datasets, the team analyzed network performance under multiple funding scenarios over a 10-year horizon. Results recommended raising DSOGR to 90% Acceptable and introduced subnetwork-based metrics for better evaluation. A Power BI dashboard and Excel tools were developed to help staff interactively review network performance. This work equips NJDOT with practical tools and strategies to regularly refine performance targets.
