Investigation of Pavement Condition Indices for Project Selection (PMS Roadmap 3.1.2)

Abstract:
This study will support improved rehabilitation and preservation project selection by reviewing and comparing pavement condition indices and decision rules used by peer agencies, including commonly adopted approaches such as PCI. The team will document how indices are computed, how agencies derived and validated their equations and thresholds, and how the indices are applied within pavement management decision frameworks; targeted outreach will fill information gaps where documentation is limited. The study will provide NJDOT with practical, evidence-based options for indices and selection rules that can improve selection accuracy and better align recommended projects with field needs.
